His Holiness Most Rev'd Dom Luis Fernando Castillo Mendez by Patriarchal Bull who was consecrated and ordained on 3rd May 1948 by Most Rev'd Dom Carlos Duarte Costa and Most Rev'd Dom. Salamao Ferraz both were Roman Catholic Bishops from Vatican One and one from Vatican II.
