Hunger Safety Net Programme 2 is one of the five cash transfers under the National Safety Nets Programme (NSNP),that also include; Orphans and Vulnerable Children, Older Persons, Urban Food Subsidy, and Persons Living with Disability cash transfers. HSNP is implemented by the National Drought Management Authority which is under the Ministry of Devolution and Planning. HSNP2 is supporting poorest and vulnerable households in the poorest four Arid Counties of Turkana, Mandera, Wajir and Marsabit.
